Nineteen of Medvedev's twenty-one titles have been achieved on hardcourt
A resurgent Medvedev secured his initial championship for 882 days with success over Frenchman Moutet in the tournament title decider.
The Russian, a ex- number one, has endured a torrid season, winning just a single victory at the big events and experiencing a meltdown at the New York tournament.
Medvedev's varied form on the professional circuit - and issues with his service game in especial - led to him dropping out of the top ten and finally splitting with former coach Cervara.
Currently collaborating with his coach and his other coach, Medvedev has consistently advanced in the last few weeks - climaxing in a tightly fought three-set win over Frenchman Moutet.
This represents his initial title since the Italian tournament and maiden on a hard surface since spring of 2023.
Success also indicates Medvedev has won twenty-one victories at twenty-one different competitions.
"For the first time I'm at a tournament with my both daughters together, so to secure a title is really nice," said tennis professional Medvedev.
"This title is in tribute of my child Victoria, because the first title I achieved when my older daughter her name was born was for her."
Medvedev, the former major winner, had failed in his past six finals, including in Halle in the past months.
Medvedev's defensive play style and regular outbursts on the tennis court had caused observers to wonder if his skill to play at the elite level was over.
But the player has altered his approach in recent weeks, attempting to come to the net and play positively, backed up by an improved serve.
The champion recovered from a break down in the initial set against the tricky opponent, winning four of the concluding five exchanges to go ahead.
The competitors traded breaks in the middle set before Moutet, striving for his first tour title, seized the initiative to force a final set.
He defended 4 initial opportunities in a close third set before the Russian broke to that score to serve for the match.
Suitably, he secured the title with a shot at the net area, with Moutet failing to handle a return after a lengthy match.
